The people of the state do not know that there is the rulers and governor in the first-class political structure; in the secondary class, people love them and praise them; in inferior people be in feared of them; in inferior people despise and hat them.

The governor has not good faith is the basic reason why people do not trust in them.

In the first-class political structure, the governor gets along with people easily and never issue orders inconsiderately. But, the national affairs are all in perfect order at the same time. The people all said, 'We are as we are of ourselves!'
