What is the meaning of that 'Favoritism and hazing all will make people panic-stricken'? In fact, favoritism is humble but is not honorable (It will make us loose wholesome and Independent personality). It will make people become gingerly and awe-stricken no matter what they get, favoritism or hazing.

And what is meant by saying that physical and moral integrity are to be similarly regarded as great misery? What makes us can prevent great calamity is our having the physical and moral integrity. What shall we depend on if the physical and moral integrity was lost, inexistent?

Therefore it's the first qualification people judge if a man could shoulder the nation and people's great trust. This most important qualification is that if this man cherishes his physical and moral integrity and refuses the damage and temptation of greed.
