Mencius 21: king Hui of Wei state

King Wen of State Teng asked Mencius,
'State Qi will reinforce the works of Xue. I am so panicky for that. What shall I do.'

Mencius replied,
'Once upon a time, the King Wen of Zhou dynasty stayed in Bin when he was a seigneur of Shang dynasty. A savage clan who lived near Bin always trespassed Bin at that time. King Wen led his people to leave Bin for the foot of mountain Qi. King Wen moved to Qi because he had no choice instead of selection in that situation. If you do good things (for common people), there will be a man who will attain to the royal dignity among your offspring. The King establishes the foundation for his posterity to inherit it. It's with heaven as far as the achievement of the great undertaking. So all you should do is that do your best to do good things(for common people).'
